How come I cannot post in certain forums?

I have been away from TH for a few months. I was trying to post in the marketplace and I was unable to. I tried numerous times but got the same message each time. It appears that the forum is still active. Do I need to do anything?

Read the box that says Posting Rules at the bottom of the thread and tell us what it says and also any error messages you got. Reset your bookmarks and cookies as well.

It says I cannot make new posts. But I can in this forum. Strange.......so I don't think it is my browser settings (I use Google Chrome). Any hints?
