Can a dolby b recording be played on a deck without dolby b?

Absolutely.

What you'll notice when you do that is that the high end is a little bit exaggerated.

Turning down the treble control on your preamp / receiver will fix that.

Of course the quality won't be as good as if you had a dolby B deck (the dynamic range will be somewhat compressed) - but it is far from unlistenable or "bad", IMHO.
