I want to record from a 4 track stereo tape @7.5ips to a 2 track stereo tape @ what speed is going to produce a better recording 7.5 or 15ips?

It depends on what it is that you want to record. Is it something really important? Then by all means 15 ips, and with the best tape that you can get with respect to your deck and the calibration involved. If it's something less important, well, 7 1/2 ips will probably be ok. All other things being equal, 7 1/2 will probably be better than most cassettes (though there are some on TH who might disagree).
