What causes tape squeal between the pinch roller and the capstan? The roller is brand new and I have clean both of them and still get a squeal.

I'm not an expert but I've noticed the same thing on occasion with my TEAC X-1000r. I believe it's the tape itself. Either mis-aligned slightly or even getting stretched a little too taut. That's just been my observations. I'm sure some of the more knowledgable R2R guys will chime in here.

Even if the rubber is clean, it could still squeal if it's dried out and no longer gripping the tape properly. Or possibly the shaft that the roller is on is dried out and squeaking in need of a couple drops of oil, giving the impression that it's the tape. And of course there is the tape itself that might be bad.

Those are the first things that come to my mind. But when Sam sees this, he can chime in with an expert opinion as opposed to my "enthusiasts" edu-macated guesses.

Ok the shaft is oiled and the tape is new, it looks like there could be a slight alignment adjustment needed.
